Invited to attend plenary debate hosted by two Committees of the National Assembly for Wales: Constitutional and Legislative Affairs Committee, and External Affairs Committee, to provide oral expert opinion on the EU (Withdrawal) Bill and its implications for Wales, with a particular focus on the treatment of devolution, the delegation of powers and their control, and the scrutiny processes and the role of the devolved legislatures.
