Eli is a migration scholar whose PhD studied how refugee housing policies in Germany are governed at the local level and what mechanisms serve to help or hinder refugees enter the private housing market or obtain social housing. In particular, he studied the multi-level governance structures of Berlin and Leverkusen and how they operated to facilitate refugee entry into private housing. Within this, he found complex interdependencies between public administration, civil society, and refugee involvement in policy implementation that determined how effective refugee housing policies could be.
He is currently one of the 150th Anniversary Research Fellows researching negotiation tactics used by developed countries in climate conferences that are used to subvert developing rights for climate migrants.
