The National Library of Wales (NLW) was founded in Aberystwyth on 1st January 1909. One of its aims was to facilitate Higher Education in Wales, and, amongst other things, its Charter stated that it would “create and maintain duplicate and multiplicate copies [of books] to be lent in connection with the colleges and the other educational institutions of Wales.” [1]
Dr David Jenkins, the Librarian from 1969 to 1979, claimed that NLW was the only national library in the UK to establish a Duplicates Section which acquired additional copies of books for the specific purpose of making them available externally to bona fide researchers. [2] Boxes containing approximately 25 books were loaned to education classes organised and run by the Extra Mural Departments of the colleges of the University of Wales, accredited classes offered by the Workers’ Educational Association, and to Colleges of Education in Wales. In addition, agreements with local libraries enabled NLW to send them books which could be borrowed by individual researchers. An indication of the scale of this enterprise can be gained when it is considered that 199 boxes containing 4,603 volumes were supplied to adult education classes in the academic year 1926-7 alone. [3]
This paper will consider the importance of NLW’s Duplicates Section in enriching and enhancing the educational experience of adult learners in Wales in the twentieth century, but it will also assess the limitations of this endeavour.
