Abstract

The article traces the drafting history, and discusses the strengths and weaknesses of Article 26 of the Council of Euorpe Comvemntion on Action against Trafficking in Human Beings, which deals with the non-punishment of trafficked people for offences they have been compelled to commit in the course, or as a consequence, of being trafficked.
