Abstract
Transport planners often wish to match number-plates obtained at different points on the street system, in order to estimate origin/destination flows and journey times. This paper describes how a Number-plate Recogniser Unit (NRU) developed by Computer Recognition Systems Ltd. (C.R.S.) has been evaluated for transport planning purposes. This has required both laboratory and field trials. Topics covered include a detailed statistical analysis of the error rates associated with the different number-plate syntaxes and character sets currently in use, under a wide variety of conditions.
