Abstract

This chapter explores the intersection between human resource management (HRM) and personnel management within the Mauritian context. Mauritius, with its globally integrated and dynamic economy, sees both public and private sectors striving to remain competitive while contributing to sustainable development goals. Over the past two decades, the public sector has attempted to adopt New Public Management reforms. However, it continues to be perceived as centred on traditional personnel administration. In contrast, private sector HRM practices have evolved more rapidly in response to globalisation, market pressures, and technological innovation. Despite operational differences, both sectors face shared challenges. This chapter critically examines these challenges alongside the historical evolution of Mauritian employment law and its influence on people management. Case studies and policy analysis are used to demonstrate the impact of digital transformation, strategic HRM practices, and inclusive development programmes. The findings highlight that, while significant progress has been made, strategic capacity building is necessary to transform traditional personnel management into a modern, proactive HRM system.
