Abstract

In Resolution 2331 (2016), adopted on 20 December 2016, the Security Council focusses on THB and its incidence during armed conflicts and in post-conflict situations, as well as linked to the funding of terrorism. While the scope of the Resolution is therefore limited, it nevertheless is an important component of the legal regime on THB, and, while on closer inspection it adds little to that regime, it is welcome for the way in which it highlights the use of THB as an illegal means of conducting armed conflict in recent times. And while the Resolution is, for the most part, phrased in general terms, it specifically names particular examples of THB in armed conflict.
